Is it possible to limit the rich text possibilities on a per-page basis or on a per-placeholder basis?

I have a page type where the user should be able to change some of the text, but he should not be able to use any HTML. He should only be able to enter basic text. I can achieve this by using a meta type and creating a string field. But the text area is really small and doesn't create a good user experience if it's a longer text they should edit. I suppose I could create my own widget to allow editing the string field, but I'd like to avoid that if possible.

I know I can limit the rich text editor via the config file /Frontend/Config/VisualEditor/common.xml, but the changes made here is applied globally, and what I really need is to limit the possibilities on specific content placeholders. Is this possible in any way?

You could consider using the visual editor and then strip any html from it when rendering - see "How can I modify the HTML from the Visual Content editor?"
